Bill Barratt, Senior Manager
With decades of experience in the non-profit industry, Bill Barratt has a significant understanding of the inherent responsibilities and challenges associated with the 'giving' side of the fundraising equation - including considerable expertise in fiscal management, governance guidelines and forensic due diligence.

After graduating from the London School of Economics, Barratt worked in increasingly senior positions within the financial services industry in Canada, the U.S. and Europe including assignments with the Bank of Canada (Ottawa), the Royal Trust Company (Montreal), Wood Gundy (Toronto); Goldman Sachs (New York) and Kleinwort Benson (London).

As a consultant, he spent 25 years as Senior Manager and Advisor to a broad range of private, public, aboriginal and non-profit organizations in North America and South East Asia. For six of these years, Barratt was a Senior Advisor and Board Member of a private investment trust and foundation with assets in excess of $400 million.


Jason Rodham, Senior Consultant / Grant Writer
As the individual responsible for editorial standards and quality control at GDS, Jason Rodham has significant skill and extensive experience in writing, editing, research, donor prospect identification and campaign management.

During the course of his 16-year writing and consulting career, Rodham has specialized in the production of a wide range of professional documents - from executive speeches, press releases, websites, business plans and marketing brochures, to magazine articles and in-depth industry analysis. A former journalist and analyst, he was previously the Senior Writer at AT&T Canada, where he crafted speeches and public presentations for the company's Senior Executive, while simultaneously managing the company’s entire media relations function.

Rodham began to apply his extensive writing and research expertise to the fundraising profession more than five years ago. In that time, he has helped more than 80 GDS customers realize their foundation and corporate funding objectives. Rodham holds a Bachelors Degree in Applied Sciences from Vancouver’s Simon Fraser University.


Debra Hoggan, Senior Contract Consultant
A highly regarded First Nations consultant, Debra Hoggan has provided fundraising oversight, advice and direction to numerous non-profit and governmental organizations involved in the delivery of services to North America’s aboriginal community.

Over the past 20 years, she has worked with Provincial band and governing councils and provided advice to leading national Aboriginal organizations such as the Assembly of First Nations and the World Council of Indigenous Peoples.

Hoggan holds a Diploma in Arts and Sciences from Vancouver's Langara College and is currently working towards the completion of the Fund Raising Management Program at the British Columbia Institute of Technology.


Ray Marshall, Senior Contract Consultant
Ray Marshall brings in-depth knowledge, experience and expertise in implementing capital campaigns, planned giving programs, marketing assessments and annual fund raising plans and for a highly diverse and select group of non-profits clients.

In addition to planning and directing a large number of successful fundraising projects, Ray has had considerable success in training and guiding non-profits in the development and execution of multi-level capital campaigns and major gift programs. In addition to working closely with GDS on major fundraising campaigns, Ray is President and Senior Counsel for MCR West, which specializes in raising funds for community-based and Christian-oriented clients throughout North American.

He is the First Vice President with the Canadian chapter of the Association of Fundraising Professionals (AFP), a Certified Fund Raising Executive (CFRE), as well as a graduate of the Northern Alberta Institute of Technology’s Business Administration program.


Raine McKay, Contract Consultant
Raine Mckay has worked in the women’s health and mental health sector for 26 years, as an Executive Director, non-profit fund development consultant. She has considerable experience and expertise in all aspects of fundraising campaign development and execution.

A seasoned writer, public speaker and lobbyist, Raine has employed her extensive knowledge of the non-profit sector to shape regional, provincial and national fundraising campaigns, public policy and awareness programs, as well as major community development initiatives.

Through her grant writing skills, pioneering cross-partnership strategies and organizational development and evaluation efforts, she has helped non-profit organizations create sustained fundraising results, as well as organizational and program stability. Raine holds a Masters in Exercise Physiology from Wake Forest University of North Carolina and is currently pursing a Fine Arts Techniques Certificate from the Emily Carr School of Art and Design in Vancouver.


Donna Doty (PhD), Contract Consultant
A seasoned fundraiser with 20 years of progressive fundraising and grant development experience, Dr. Doty holds Doctoral and Masters Degrees in sociology from New York’s Fordham University. Most recently, she served as the Vice President of Development for Work In America Institute.

Prior to this appointment, Dr. Doty was the Director of Public Funding & Marketing for Goodwill Industries and Director of Grants & Government Relations for the National Center for Disability Services. During her time with these organizations, Dr. Doty was responsible for authoring a large number of successful Grant Proposals, for a total of $21 million in public and private funding.


Tom Balke, Contract Consultant
Tom Balke has more than 20 years experience working with non-profit and charitable organizations as a senior manager, administrator, marketing and fundraising professional. He is a former Vice-President of External Relations for Regent College, an affiliate Christian education program at the University of British Columbia.

Prior to this assignment, Balke was the Divisional Director (Atlantic Region) for the Intervarsity Christian Fellowship, where he authored a landmark White Paper on the future of Christian colleges and universities in Canada. In addition to this work, Balke was Manager of the Central Canada region for Operation Eyesight and an Information Officer for the International Council for Adult Education.


Lambert Chiu, Associate Consultant (Research)
Lambert Chiu is an experienced prospect researcher with an in-depth knowledge of Metasoft System’s FoundationSearch and BIG Online databases. Possessing strong analytical skills and exceptional attention to detail, Lambert is a key member of the GDS research team in its ongoing effort to identify and target high potential foundation and corporate donors on behalf of clients.

In addition to supporting GDS, Lambert was recently a member of Metasoft’s six-person Research Department, which is responsible for ensuring the quality and accuracy of all donor profiles and supporting information in the FoundationSearch and BIG Online databases.
